Ask an underwriter what separates a report they can act on from one they cannot, and the answer usually involves citations. "Wiring is in poor condition" is an impression. "DC positive conductors are unfused within seven inches of the battery, contrary to ABYC E-11" is a finding. The American Boat & Yacht Council's voluntary standards are how a surveyor's judgment borrows institutional authority, and a handful of chapters do most of the work in recreational surveying.
First, what ABYC standards are (and are not)
ABYC publishes Standards and Technical Information Reports for Small Craft, developed by industry technical committees and updated on a rolling basis. They are voluntary: no federal law compels a builder to follow most of them. But they function as the recognized standard of care in the US recreational market: builders certify to them, insurers underwrite against them, expert witnesses argue from them, and surveyors measure boats against them. A recreational survey that never references ABYC reads as unmoored opinion.
Two usage rules keep citations honest:
- Standards apply as of the date of build. A 1988 boat was not built to today's E-11. On older vessels, surveyors typically note current-standard departures as safety recommendations rather than deficiencies, and say so explicitly.
- Cite the chapter, describe the condition. The finding should stand on the observed facts, with the standard as the measuring stick, following the observation-location-standard-recommendation pattern from our guide to writing survey reports.
The chapters that carry recreational surveys
E-11: AC and DC electrical systems
The most-cited standard in the fleet, because electrical deficiencies are ubiquitous and consequential. Recurring E-11 findings: overcurrent protection missing or too far from the source; non-marine (solid-conductor household) wiring aboard; unsupported or chafing conductor runs; improper battery installation and ventilation; missing or mis-wired galvanic protection; reversed polarity and missing shore-power inlet protection. H-24 (gasoline) and H-33 (diesel) fuel systems
Fuel findings are automatic Priority A material. Common citations: aged or non-compliant fuel hose; missing anti-siphon protection; unsupported tanks; corroded fittings; ventilation and fill/ground deficiencies on gasoline boats; flame arrestor issues (a federal requirement as well). Fires and explosions are rare and catastrophic, which is exactly the profile underwriters read fuel sections for.
H-27: seacocks and through-hull fittings
The chapter about not sinking at the dock. Findings: through-hulls below or near the waterline without proper seacocks; frozen or inoperable seacocks; unsupported hose runs; single hose clamps where two are called for; dissimilar-metal corrosion at fittings; absent bonding.
A-1: marine LPG systems
Propane aboard concentrates risk: locker construction and drainage, solenoid and regulator installation, leak testing provisions, and appliance connections all generate findings on cruising boats.
P-1: exhaust systems
Wet-exhaust deficiencies (sagging runs, aged hose, missing double clamps at connections, corroded risers and elbows) sink boats and poison crews; carbon monoxide findings get written against P-1 and its related TIRs.
The supporting cast
Depending on the vessel: A-16 (navigation lights), H-25 (portable gasoline systems), A-31 (battery chargers and inverters), P-14 (mechanical steering), H-40 (anchoring and mooring hardware, where equipped), and the structural TIRs when core moisture or laminate issues appear.
NFPA 302 and the federal layer
Two companions round out the citation toolkit. NFPA 302, the Fire Protection Standard for Pleasure and Commercial Motor Craft, covers fire safety ground ABYC also treats, and many surveyors cite both where they overlap. The Code of Federal Regulations (Titles 33 and 46) contains the actual legal requirements: navigation lights, sound signals, PFDs, fire extinguishers, flame arrestors, ventilation, pollution placards. Federal items are the one category where "required" is literally true, and reports should distinguish regulatory deficiencies from voluntary-standard departures.
Keeping citations sharp at writing time
The practical problem is not knowing the standards; working surveyors know them cold.
